Light and Heavy leagues pertain to a ship's original Hull. Those with 25 original Hull or higher are Heavy ships. Those with less than 25 original Hull are Light ships.
Certain cards specify that a vessel's original Hull must be ________ in order to play it. This simply means only a light or heavy league ship can use the card, which ever is referenced by the Hull requirement. In this way some cards can be used only by light ships and some only by heavy ships.
Can you still use these cards if Hull is damaged? Certainly! Notice the wording in the card text. "Original" Hull means it doesn't matter what your current Hull may happen to be during the game, only your ship's Hull before the game begins is what makes the difference.
